The Sinkhole… what is happening?
Excavation is imminent. All the reports and surveys have been submitted to the various City Departments. We expect to get the go ahead this week.
As you know this is a complex problem involving extensive bureaucracy which has been significantly slower due to Covid’s effect on staffing and the volume of demand for permits.
Given the location of the sinkhole, on the slope of the ravine, any excavation, exploration, removal of trees and introduction of equipment requires a variety of site surveys and a raft of permissions from three city departments:
Toronto Regional Conservation Authority (TRCA)
Urban Forestry
Natural Monuments (formerly Ravine Protection)
In the beginning….
Representatives of each of the relevant City departments, consulting engineer Belanger, plus the RSM, superintendent and a representative from the grounds committee all met on site to determine the best way to proceed.
The Reports…
A series of 6 sequential reports were required before a permit for further investigative excavation could be issued. In each case one report had to be completed and accepted by the city department involved before the next report could be started.
The Excavation…
It was agreed by all that the only way to access the site with the equipment needed was via a pre-existing path from the Rosedale Valley. The requirement for a permit was waived for initial excavation requiring equipment. That excavation revealed that we must dig deeper, and to do that more reports had to be submitted:
Topographical survey
Erosion and sediment control report.
Slope stability and erosion risk assessment.
While waiting for the permits for the next phase of excavation, it was decided to leave the backhoe in place at a total cost of $4,000. The alternative was to move it back down and then back up the Rosedale Valley. This repeated activity could potentially damage both the slope and ravine plantings, causing further cost and delay.
To reiterate…
Excavation is imminent.
The City suggested that given the complexities, the project should be shut down and put off again until spring 2022. The RSM did not accept this suggestion and has been proactive, frequently contacting all departments involved to keep the project moving in the hope that it will be resolved before winter.

Indoor Pool Status…
The final touches and inspections are scheduled to take place this week. The indoor pool will be open on Friday November 5th.
